Gm all. Council hit 2 months since the July 9 inauguration. Not calling anyone out here, some members are clearly grinding, others less so, that’s normal early on. But we don’t have any shared bar for what “doing the job” means, and without one we’re headed for two bad outcomes: the active members burning out carrying everyone else, and low-output seats just coasting with nobody able to say so with any backing.

Questions I want real answers to, not “soon”:

  1. What’s the actual job description for a council member? Can’t judge performance against nothing.
  2. Can we get individual activity visible, not just council-level updates? Proposals touched, work shipped, per person.
  3. Is there any process for addressing underperformance, or does it just rely on the active ones absorbing the slack forever?
  4. What’s the plan to stop the productive members from burning out? Losing them is worse than a slow process to rotate out dead weight.
  5. Each council member gets 400k XTM/month. At today’s price that’s ~$600-700, sounds small, but it’s not a small token amount and price is the variable here, not the allocation. Is that fixed in XTM regardless of price? Flat regardless of output? What’s the total XTM spent on council so far?

Two months is enough to start asking. Not enough to start accusing. But if we don’t get expectations on record now, judging this later turns political instead of criteria-based, and that’s bad for everyone including whoever’s actually pulling their weight right now.

Hi @0xhra , I wanted to get a few of the questions there are answers for out immediately, rather than waiting. Some things I’m going to talk with the council about and get back to you as soon as we’re able.

The Job description is detailed in the community charter. The wording could probably use some work, but effectively, the Council makes high-level decisions, assesses community consensus, directs what gets funded and what gets built, and appoint and oversee workgroups handling specific needs in the community, and handle budgets.

Each council member has a share of that responsibility. The minimum requirement for a council member would be to vote on proposals/community matters when the council calls for a vote, attend the meetings, and advise on direction/the matters above.

The work horses of the project are the CCs. Some council members, such as me, Kinkajou, Naveen, and Zhao, are CCs. Council members are not necessarily expected to be doing the majority of day-to-day work unless they are also CCs. They’re there to enable the CCs and offer guidance.

Right now this is a bit blurrier because the project is so early, and so the number of hands are few.

I personally see no reason why we can’t. I’ve relayed this to the council and we’re discussing how to handle this now.

Yes, council members who are not performing can be asked to step down, or, failing that, can be voted out by the remaining council members by a majority vote.

Council members also have to be elected by the CCs, so if the CCs aren’t satisfied with their performance by the end of their term, they are unlikely to be re-elected.

Per the composition section of the document, the amount of XTM is 400,000 or $8,000/month USD equivilent, whichever is lower. So if the price of XTM goes up enough, the amount of it goes down for council payments. If the price goes up 10x, we’ll hit that.

I went back and checked the Community Charter, and I think there is one important part of @0xhra question that is already answered by the Charter itself.

Article IV says the Council shall publish attendance, votes, recusals, and a brief monthly activity summary for each member.

So unless those individual monthly summaries are already being published somewhere I missed, individual activity reporting is not really a new transparency measure the Council needs to decide whether to adopt. It is already required by the Charter.

Article IV also says Council service is an active working role and requires each member to materially contribute to at least one area of Council responsibility.

That seems relevant to his original question because the Charter already creates both an individual contribution requirement and an individual monthly reporting requirement.

So the main issue may not be creating new Council metrics at all. It may simply be implementing the transparency and activity reporting that the Charter already requires.

Oh, wow. It’s been a while since I’ve read the charter in full. I spent some time going over it in its entirety today to refresh myself. You are correct, it does indeed say that. I’m going to bring this up to the council so we can begin collecting and publishing the relevant metrics.

On previous months I’m not sure we’d be able to reconstruct all of them, as this was overlooked. But this is something we can do going forward.

Seriously though, I appreciate you going back through the charter and owning that it was overlooked. Getting those metrics published going forward should answer a lot of @0xHRA original questions and make Council activity much easier for the community to follow.

I knew there had to be something buried in that charter :joy:

I think, metrics are important, but we need to look at the bigger picture.

We have governing bodies Council and CCs, and it is a community takeover.

Best metric would be the connection with community. Transparency, and honest dialogue will speak louder than ticking boxes and justifications.

Main word - “Community”.
