Working groups are self-organizing teams which tackle community-wide ares of concern. At the time of writing, no working groups are defined and discussion will be opening to define them soon.
As an example, however, a working group for Exchange outreach could be in charge of getting Tari and XTM listed on various centralized and decentralized exchanges, as well as setting up lines of support between those exchanges and community members who can help with things like wallet maintenance.
These working groups aren’t typically hierarchical but rather comprise individuals who all want to contribute their expertise in an area. If you’re interested in starting or joining one, please check out this thread.
In addition to the normal working groups, there are also the Core Contributors, whose specific formation and governance are specific to the Core Contributor Program, but which are given an area here to encourage discussion in the same form as the working groups.
